Advice Needed Bicycle Recommendation

I am thinking of buying a bicycle to use within a radius of about 5 km, mainly for shopping and to stop using our horrible bus services. Drivers with bad manners who wouldn't open the bus doors for elderly people who struggle to catch the bus but when they finally reach it, they just shut the doors in their faces and start the ride. But when they see young sexy women approaching, they keep the doors open and wait. Honestly there is no regards for the elderly anymore.

So I have three options:

1 - A simple standard bicycle must be of light weight
2 - A standard bicycle that is collapsible but light weight
3 - A bicycle that is collapsible, electrical and light weight

My preference at the moment is option 3, as it is good for sport and also when I am too tired to pedal.

The weight is a big concern for me as I need to carry it sometimes in railway stations with stairs, or put it in various sizes of elevators when I visit friends or relatives.

I would appreciate any suggestions about the make and model types and the weight for each suggestion.
Also the accessories that you think I shall need to buy.
Haven't used a bicycle since I was 17. Let's see if it is as easy as having s_x.

I saw with interest the $44,000.00 electric bike. I believe under uk law electric bikes must only have a 250w motor with a maximum speed of 15 mph.
I attach a picture of my bike, which I ordered from Shanghai on the Monday and received it on the Thursday.
It originally just had a 1000w rear wheel motor with a 48v and 20amp battery for under £1000. inc shipping, I liked it so much I ordered a front wheel 1000w motor (as picture) obviously not meant for road use, but does it go!!!

Looks too pricy. My budget is around 400 Pounds.
I shall need to add to the accessories a tracking device. Stealing bikes is a popular hobby with foreigners who entered illegally into the country.

No luck so far in choosing the ideal bike for me.
Now I definitely want option 3 - Electrical and foldable but the problem the weight. Relatively cheap one weigh 25 kg and the lighter ones cost the earth.
Local shops have so many models and makes but the brand ones are very expensive compared to the UK or USA. Even if I import a bike from the USA, it is cheaper than buying it here.
I would rather have an electrical bike with half the size of the battery and half the mileage capacity, as they can knock down the weight by 1.5kg at least.
 
Option three, might be just to buy a non electric bike you like then purchase a front wheel kit eg eBay and then use a couple of small motorcycle batteries as the battery pack can be more then the price of a wheel and obviously weigh a lot more.
