They have robot jockeys (with a motorised 'whip' operated from the speeding 4X4's). Explanation here :

On a serious note, I understand they used to use small children, now being phased out or banned in some countries. At least I don't suppose there's many sooty chimneys over there to shove them up instead.
 
No apparently it was close to being regarded as child slavery, with 'jockeys' being bought and sold.
