28E is not known for a wide range of Arabic Channels, being the main UK related position (though there are a few).
But BADR at 26E is. See listings here:

The Dish needs to be correctly aligned, which means pointing it a couple of degrees further east and a miniscule decrease in elevation.
Again, please do not worry about the SR (or FEC) ............... the receiver is almost certainly perfectly capable of dealing with the relevant parameters after you get the dish aligned to the correct satellite position!
I wonder if the reality is that the dish has moved from it's original azimuth eg due to storms? It would only take a very small displacement of a degree or so to render Astra 2D impossible to receive at your location, whilst perhaps still being able to get some of the stronger 2A, 2B Transponders.
Generally, it would be unlikely you'd get BADR with a dish pointing, say, at 27E, but that's for the UK where it can be tricky to get anyway. As the relative Footprints in Germany differ from those in the UK, and the two positions are close together, hypothetically you might well end up getting limited results from each.
Not sure, though - but one thing's for certain: You need to realign correctly for 28E!!

ok folks,
thanks to all for your help. especially to you, tivu.
it doesn't work. i give up. i worked many hours on it. spoke to neighbours and so on. one of them told me, that even he with his motorised system and the dish on the roof cant get BBC.
i dont have a motorised system and my dish has a bad position (trees and other buildings)... so it's impossible for me to watch british television via satelite.
i'll try it through the internet. just need a working proxy...
