Short answer: no you need the android or iOS app
Long answer: yes, you can use any SIP client for calls (texts wont work tho) but you need to login to the FreedomPop app on an android phone then backup the app/use a file explorer on a PC to get into the android settings to extract the username, password and server details from the app then you can use any SIP client on any phone, laptop or PC.
The FreedomPop app is a locked down version of either CSIPSimple or Linphone and at the moment it's the only way to send or receive SMS text
