hi

is it possible to build a small decryption server to work as the following:-
input IF signal [Encrypted]=======>trans modulator====>NDS decryption(oem key card)========>output IF signal with every thing decrypted!

in easier words i need the encrypted bskyb or whatever to be decrypted such that the if output is encryption free and is fed to a normal satellite network switch.

Even if it were, it's not a subject for discussion on this Forum as BSkyB Terms & Conditions require whatever Subscription is held to properly apply (ie "Multiroom") to all Receivers in the relevant household.

The Contract does not provide for redistribution, even within the subscribing household.

No it isn't possible, as encryption is on a channel by channel level, not on the complete multiplex datastream.
