I don't believe the Government does typo errors as good as say, The Guardian, so I guess that FreeSat will be , er, FTV

Not sure about whether the government do typos or not, but if it means what it says, then it could mean a blossoming of the Ebay FTV card market in the future, I guess that everybody and his uncle will be selling them.

I can't see that they would use NDS, as it would just be playing into Sky's hands.

SKY could open-up that CAM slot on the back their STB Then we could have some serious simulcrypting going on.
