I had a problem with them back in 2009 and wrote them this letter:

Dear Sir/Madam

I received your letter notifying me that I had not re-licensed the above vehicle and that I had to pay penalties.

I checked on-line and found that the status was SORN not due and that the date of liability was 01-06-2010.

The original date for SORN liability was 01-04-2009 but I realised a month or so after that date that I had not received a reminder. I telephoned the Swansea office and was told to download form V890 and send it in. I did this and fortunately I kept a copy of it which I am further copying to you. You can clearly see that I put the date of SORN to be 01-04-2009. I suspect that whoever processed the form ignored this date and put the then current month in by mistake.

Could you please rectify this mistake and withdraw the penalty notice. Please note that I am away on holiday from the 23rd July until the 30th August and so need a reply soon. If you are unable to process this before I depart then could you extend the time allowed until, say October.

Note the copy to my then MP. I received a reply saying that it was still my fault but as a gesture of good faith they were willing to quash the penalty this time.

Since then I have made sure that I always SORN on line as you get a confirmatory email which is VITAL that you keep safe just in case. Fortunately there haven't been any problems since then.
 
Typical government body if you ask me; "We're bigger than you and we're always right, even when we're wrong"...

Sending out fines without notices and demanding payment when they have no reason to stinks of corruption, they "lose" forms, and then expect you to may money to fill their coffers, even when you don't owe them a penny, it's disgusting behaviour, and not surprising that many people wish to not deal with them and drive unlicensed cars...
 
On a slightly different note I've had problems when I've sent off tax discs for a refund.After posting a refund form and expecting a few months refund all I got was 1 months.I called and asked why I wasn't getting a full refund they replied that they wait 6 weeks to see if there are any changes.I asked that in this modern day would it not be able to quicken the process.They're reply was NO.So again they are screwing you for another two months road tax due to the time taken to process your refund.Think of the amount of refunds that are posted off every week.Stealth tax?Yes.
 
My own SORN renewals are done online unless I can get to the post office. On many of them over the past two years I run them through towards the end of the month, just before they expire, which means the start date is always amonth earlier and I get only 11 months SORN staus.

One would have thought that like all other motor documentation (MOT/insurance and even the proper road tax) there would be a way of postdating the new document to start only once the old one expires, but the lack of basic logic is used simply to lull forward-thinking owners into receiving a fine.
 
First fines now being sent out for doing nothing wrong.
