Eutelsat Hot Bird 13G

Its still in moving state , it will test signal at some other place before placed at 13 east

seems they will test the satellite on this slot because they constantly trying to place it in assigned slot and calibrating parameters there.

Maybe your guess is right or maybe the tracking website made a mistake between 13f&13g
So the one @13e is 13f not 13g

every satellite is assigned a NORAD ID which is unique for all satellites and confusion about identification of satellite is not possible

13F is moving west and 13G is revolving around 13 east position

my strong guess is that they may test it on 13 e position

seems that it would be tested on the same 1.5E slot

entering into location to be tested as required parameters nearly achieved to have it into service

The tle is not updated, when it was released it was also wrong... The 13G is around 12°E in stable orbit, the first tests on the telemetry frequencies have begun (alternating linear to circular polarity).

Test carriers started, around 12°E...

10775 H, 12073 V, 12673 V and 12731 H (Full band).

10778 H, 12073 V, 12671 V and 12745 H (Narron band).

Telemetry at 11702.40 has switched to vertical polarity...

It is very difficult to observe the HotBird 13G test located in close proximity with a satellite filled with transponders over the entire range :(

why website is showing wrong location if its stable at 12e

It depends how old the TLE file is that web sites use to track the satellites.
The TLE files are issued daily, if a tracking web site is using a TLE file from last week and the satellite is moving like this Hot Bird then the web site will be out of date.

As soon as the web sites refresh their TLE files the tracking should be updated.

'ere, cop for the attached file, it is the NORAD GP Element Set for Geo satellites, current as of 12th April 2023, 14:04:31 UTC.
Stick the file in a tracker app and you got up to date tracking.
