Anybody heard of a 'Freeview Scart'? Apparently this can be used instead of a set-top box - just stick it into the scart socket.

Yes, this is just a very small Freeview receiver with built-in scart plug. They usually have a separate "eye" which you position somewhere towards the front of the TV so that you can use a remote control with it.

I'm not too sure but I think that some might even be able to take their 12v power from the scart socket - this would certainly cut down on cables.

Apart from that I think you might find them a bit too lacking in features.
 
I tried one from Aldi a while ago but it complained of low signal level
 
The ones I've came across and installed had very poor DVB tuners.
