Windows 7 should give the same options, not sure about Windows 8. Go into Computer, right click on the drive, probably listed as removable disk (F), or similar, and you should have the format option.
Otherwise try loading the unzipped technomate 7100 patch file, just drag, and drop, or copy, and paste, onto your USB stick and try loading it onto your receiver.

What about Belgium and The Netherlands??

Not much - they are mainly subscription apart from one generic channel called BVN and a handful of Dutch locals that are spectacularly dull..

Why not try searching yourself? That way you can find a lot of FTA, Free to Air, channels, on various satellites.
You can use sites like lyngsat.com, which lists all channels by satellites, click the top links, for Europe and Atlantic, click on a satellite, that you can receive, then check all the channels for a red F, FTA.
Alternatively you could use kingofsat.net, as in the link provided by Analoguesat, and do searches for Free to Air, and specific language options.
You really should be learning to use these sites, especially as channels often change frequency, or PIDS, and need to be re-scanned in.

Beaten to it by Analoguesat.
