It would also help if you explained exactly what you were actually needing. Do you require 12 analogue TV channels, 12 Digital DVB-T channels or just 24 satellite points?

What you have asked is ambiguous to say the least.

That is a professional setup not for the realms of a hobby forum like this, although some with years of experience may wish to help but they will need much more information, the main one being what is your budget?
 
dj kaka - this is not a project you can easily attempt, there are many many pitfalls, and you need some pretty serious professional grade equipment - and know how to use it to get this sort of setup installed & working successfully.

Again I respectfully suggest you get an expert in as any attempt to hash together a hobby grade solution will almost certainly end badly one way or another.

Of course theres no reason why you couldnt do things like the cable runs to the central video cabinets and just get the experts in to just set the electronics up.
