Sky News doesn't come from 9E, though 9E does carry Al Jazeera.
Closest position that carries both is 13E and I suspect therein lies the root of the problem. Thor at 1W also carries both ....
The corresponding Hotbird TP carries only Scrambled Channels ....... ergo, you appear to have an alignment issue.

Do you have a motorised dish or a fixed dish ?
From your last reply it looks like you either have a fixed dish aimed @ 1° West or a poorly set up motorised system ?
Just because you see the signal bars light up on 9 east does not mean that you can watch 9 east without aiming the dish at that satellite,
It is a common misconception with fixed dish set up's see below for channels with similar frequencies that will fool you into thinking this,

It’s a fixed dish. I get a strong signal through my meter on 9e, and it does tune in a scrambled DUNA and M1 channel. Are those channels on hotbird or Thor? If so then I could be aligned wrong.Do you have a motorised dish or a fixed dish ?

Do a full scan on the satellite & then tell us what is in your list then I can then tell you what satellite your dish is aimed at,
You will get a strong signal on several satellites as similar frequencies are used by some satellites but you can only receive & view what your fixed dish is aimed at.

Other option:
Name the channels that you have picture on, each together with its frequency and polarity.
That would also give the info we need, I guess.

Using two VU+ DUO 4K SE, a VU+ DUO 2 and an Octagon SF8000.
Fixed dishes at: 42 E (0,75 m), 28,2/28,5 E (1,8 m), 19,2 E (1,5 m), 13 E (1,1 m), 9 E (0,7 m), 5 E (1,2 m) and 1 W (0,7 m).

M1, M2, Duna and the other Hungarian channels transmitted FTA on 9E are transmitted completely scrambled on Thor at 0,8W. Since you get Sky News and Al Jazeera it seems very likely you are getting Thor 5/6 instead of Eutelsat 9B.
Can you get for e.g. M6 Suisse or W9 Suisse (12034V)? It's FTA on 9B.

When you come back Lee graham select the satellite @ 1 west or 0.8 west in your receivers memory & then scan all TV as it looks like this is where your dish is aimed.
Once had their Conax card for M3.
Returned it at their demand because they claimed that they are not authorized any more to sell the cards abroad.
Will try to reach them again

They are all on Thor 5 and Thor 6 at 0,8 W.
You must point your dish at Eutelsat 9B at 9 degrees E to get the free versions of the Hungarian channels.

As Nalleman says, you need to move your dish to point at 9°E instead of where it points currently (Thor 0.8°W) to get the FTA versions of Duna/M1/M2 etc.
Otherwise if you can't do that you'll need to get a subscription card/CAM/receiver for either Digi TV or UPC, which are the two Hungarian pay TV providers available from the satellite your dish currently points at. A basic subscription including the channels you want costs between £4 and £8 per month, but I think you'd need a contact/family in Hungary to get the subscription for you.
