I would like to ask if an IP to DVB-S/S2 modulator would be welcome in the market or not.

Some speccs would be:

QPSK Modulator and UHF Up-converter, supports DVB-S2X, DVB-S2, DVB-S & DVB-DSNG.
PCI 2.2, 32 bit, 33/66MHz 3.3V.
Bus Master DMA, Scatter /Gather Interface Protocol.
Windows Drivers & SDK & Linux Drivers.
Accompanied by Kylone Application Software.
Supports Standards ETSI EN302307-2, ETSI EN302307-1, and ETSI EN103129.
Supports DVB According to Standard A1010 Rev1 and EN50083.
Modulation of Transport Stream file from Harddisk.
All modulation processes are carried out by the hardware so that there is no load on the PC processor,

That is exactly what Dektec sells! Have you looked at their RF modulators?
 
a professional grade USB tuner would be welcome. 5927's sold out everywhere since the Dont Look Up project used 1. The 5927 lacked s2x so that would be a welcome edition.

yeah i know. i was just throwing out there a new usb tuner would be nice.
 
If it could output ~2400MHz with symbol rates from 66 to 1500 it could be useful for amateur transmissions on QO100.

This is already done with Pluto+, no need for a professional grade modulator.
 
For SCPC: Could a HackRF help here? The bandwidth is 10 MHz. But is there any (open source) tool to generate and modulate DVB?

I am using the HackRF for DAB, which is quite easy, but the bandwidth is 1.7 MHz (2048 kS) only.

Search for Es'hail and Pluto+.

Amateur radio uses this with dedicated software and FW to modulate DVB-S/S2.

However, the bandwidth is limited to a maximum of around 3MHz with symbol rate up to 1500000kS/s.

You won't be able to broadcast a regular transponder.

Also, HackRF is not supported because for Es'hail you need to output up to 50W, which requires the SDR, filters and amplifiers to be close to the antenna. Because Pluto+ has ethernet, it is ideal for this application.

You might get some results with GNUradio, but I have never tried it.

A reliable & cheap HW modulator surely would be useful.
SDR's are great, but they're relying on PC computing power, which makes this solution unreliable for any high bitrate/high SR usage.
There is a market niche for that surely, not only among passionate satellite fans, but also for professionals/companies for testing STB's.
Dektec monopoly can be overcomed ;)

But I also support requests mentioned here to consider new DVB USB device. In fact there's now really nothing, which could cover all needs of DX-ers.
5930 lite - no S2X
5930/5530/5590V2 - blindscan unusable/FFTScan broken/no IQScan
5927 - no S2X & no stock
5520SE/5580/5590V1 - no short FEC frames, limited ACM/VCM, unprecise signal reporting (0,25 dB steps)

Most of USB devices are out of stock anyway.

5530/5930 could be nice if at least blindscan would work properly, but it doesn't and there's no progress over that.

There was in fact no equivalent of 6903x on USB.

A good multistandard professional USB device will be an instant hit.
Something based on AVL6261A chip could be a totally new opening for PC DVB cards thanks to great capabilities of thich chip and a proper modcodes filtering.
