Most DBS (Direct Broadcast Satellites) satellites on your side of the big pond use DVB or DVB-S2 (Digital Video Broadcasting) however there is a second standard called DSS (Digital Satellite System) in use by a large company called Direct TV,(biggest satellite tv provider in North America) this system is not compatible with a satellite receiver in use for DVB or DVB-S2, it would take a special receiver to get both.

Mose satellite transponders using DVB use QPSK modulation, the satellites with transponders using DVB-S2 use 8PSK modulation, the difference between the two is what type of programming signal it's carrying, QPSK would normally be an SD type of signal, 8PSK would be an HD type of signal.
 
There is nothing stopping anyone broadcasting in PAL, NTSC or SECAM, apart from being rather inefficient bandwidth wise.
 
There has been testing of QAM over satellite in the past, which is in effect a DVB-T/C transmission.
