Lock but can't scan

My Satellite Setup
Xtrend ET10000 DVB-C, DVB-S2, and IPTV
Dreambox DM920 DVB-C/DVB-S2X/DVB-T2
TBS 5925 USB-tuner
80 cm fixed dish (28.2E/23.5E/19.2E/13E)
180cm Channel Master offset dish with polarmount (39E-34.5W, Ku-band)
My Location
The Netherlands
This happens often, I have a signal and a lock...

I get it that will be a solution, but what I don't get that it looks like when starting to scan the tuner doesn't wait for enough signal but to soon stops and says no stations found.
When doing it from the signal finder, you can wait to have a stable signal and then press OK. Why doesn't the scan starts immediately, as I see it, but starts again tuning the frequency and waits for a lock?
I have had this with different brands of tuners, so I guess it is something in the software?
 
Well I had more luck today with fluctuating 3.2-3.5 dB:

Although a temporary (unstable) LOCK can be created, the contents of PAT and SDT PIDs can be so degraded that enigma cannot read their contents.
 
26°East here in location Vienna (weather cloudy and not good conditions) and my antenna is a T90 and not so good aligned - but 6,5dB Al Magribia this is not so strong here.

Yes, there are 11 channels in total. Below is a screenshot of three of them:

They added two more channels since my last screenshot.
