O or Zero

Advice please. When programming a card with key '00' is that two zeros or two letter 0's or a combination of both. Does a number precede a letter or vice versa. As you can see I am a bit confused and advice would be appreciated.

Numbers used in card coding are hexadecimal ie base sixteen.
Lowest is 00 (two zeros) up to FF ((15x16)+15=255)

Thanks for the reply Groundsman. My lack of knowledge on hexadecimal might tend to reveal my age bracket. When I was at school numbers were numbers. Exbrat.
