PC specification for 4K or UHD satellite channels

Just wondering what sort of PC specification does one need to run 4k/uhd at a smooth/ full frame rate channels from a satellite PCI card.

I am guessing a top spec i7 and a decent graphics card?

I'm guessing just running the machine would hammer the electricity bill?
 
I think you could probably get away with using an i5 i have had some 4K movies playing on an Intel NUC i5 through Kodi with bitrates at an average 76mbps.

I would say concentrate on the graphics card side which will be the brunt of the hardware H265/X265 HEVC decoding probably something like an Nvidia GTX 970 minimum
 
i7 CPUs are really only good for video editing and a few games that actually use all the cores inside the CPUs, so an i5 is just the job for pretty much everything else, coupled with a good motherboard, a decent graphics card (such as the aforementioned GTX 970) and plenty RAM, then 4k isn't that hard to achieve, it's just whether your wallet can take it, I recently priced myself out a system in that spec range (for games) and it came to almost £700, suffice to say I didn't go for it, but it's about right for a decent PC these days... o_O
