Please help me about Vortec 9800CL PLUS key upgrade

I bought a Vortec 9800CL PLUS two years ago but i can'nt give any key to its,
I dont have any scarmbled chanals , please gide me to upgrade it.

can anyone help me please i have a Vortec VS9800 CI+ and a STARSAT SR-X1500D Super MK-II can i watch encrypted channels with anyone of them without a card.
