From experience earlier this year in trying to paint a perforated dish, using Hammerite will almost certainly "block" the holes in the dish unless you thin the paint down to a ridiculous level.
I'd suggest that if the rust is only cosmetic, just brush as much of it as you can off with a steel or brass brush and then spray paint the areas of the dish you want to cover. That's what I did with an old Sky dish that was hanging off the side of the current house I live in. A couple of £2 matt black spray paint cans from Poundland should do the trick.
