well, you were right!!! :-clap
i signed up for a trial at one of the vpn providers that offer dedicated ip addresses...and the callback worked!
 
Does one not need open ports / port forwarding for this callback feature ? Is so then it would be impossible over a shared VPN , since there are many clients behind a single IP . Ie its a limitation of shared IP VPN as oppossed to Sky going to an obscure but extreme effort to p*** off people who are paying them money which id find rather unlikely.

it used to work, but then is stopped, and i never had port forwarding set up on my router. my router setup is actually the same it's always been - i only changed the pptp settings (login, server) for the different vpn providers.
so it has to be something sky did...
especially, because by now its not only the broadband callback that fails on certain vpn's, on-demand downloads fail as well as ip addresses are being blacklisted
