SKY On-Demand - Internet only?

Does anyone know if SKY plan an Internet only service for subscription customers?
This is available on Virgin.
On SKY's "On-Demand" service for example it only works if you have a dish and are receiving an EPG.
What would it matter to SKY if I have a paid up SKY Card but no dish? Same revenue for them, and I could do without a dish altogether.

There is also of course Sky Go. You need a subscription but you can access the channels on the internet. Works well.
