Are you using CCcam?
You can install it from the blue panel if your Dreambox has an internet connection:
Blue panel > addons > download and install > cam
and then select CCcam 2.09 from the list.
To set CCcam as your default cam:
blue panel > Auto-Cam setup
and select CCcam.
Premiere (19.2E) is clear with CCcam and this thread is probably as good a place as any to ask about open channels and key updaters.
Different bundles sometimes open different channels even on an hourly basis.
You can manually FTP the key files to your Dreambox: /var/keys and /var/scce
