I'm wanting a TM5402HD or simular that will read Viacess Elite stars card (mature content)

Must have RF out

Are you interested in this package only or would another CI box with modern Viaccess /Orca CAM be an alternative ?
 
If he wants RF out, I doubt that modern receivers has one.
But a good solution could be adding an external RF modulator. In such case, Technomate has a very good one.

Technomate has rf built in

it goes to a distribution amp then to 12 TV's but some are old or I would do a modern box with HDMI modulator

You could try searching for a good second hand SF4008. Will run forever.

Yes, but basically it is not a latest generation receiver.
Also, if you must distribute satellite to many TVs, don't use the internal RF modulator. It is not a good one.
Using a good HDMI RF modulator it would be far better.
I have a Technomate RF modulator and it is very good, you can adjust signal level for the best result in your system, and you get a very high quality distribution.
Finally, you can choose the best satellite receiver, not only Technomate.
