Trade plates?

Is someone able to explain to me why I am seeing an ever increasing number of cars (often not new) driving around on trade plates? It appears to be especially prevalent in the viscinity of where I live however last weekend travelling to and from London on the M6 and M1, I spotted 5 cars being driven on the motorway on trade plates. Since returning home in the intervening 3 days, pottering around the area I have spotted another couple and even one car parked up displaying trade plates outside a house.
 
Maybe because more people are buying cars via online sites and therefore they have to be moved around the country more??
 
Same applies to Dealer bought cars ..... two of the last three cars we got from a bricks and mortar garage had to be delivered from other franchises.
 
Because a lot of people are abusing the use of trade plates - couple of days ago, I saw a car that been pulled over by local cops, probably because there were 3 people in it :-doh

£165 per annum for a Licence.

Can only drive a car without MoT to a Testing Station to get it tested.

Motor Trade or other Insurance is still required.

So the only real advantage is not having to separately Register and Tax each vehicle driven.
