Yes because once you are on 19ºE central you tighten it all up and the only thing left to adjust is skew. Not having a central satellite means the azimuth and elevation will need adjusting again after skewing the dish.
M10 would be better, and using an M11 or M11.5 drill should make the plugs a nice snug fit. Or even better use M10 shield anchors if the wall is up to it.
Adjustable from ground level would be ideal. Post a Dishpointer map, and some photos of the site looking towards and away from the dish so everyone can offer constructive comments.
