Although its tagged as Weather this one appears to be a channel called Pogoda TV from the Cyrillic banner running across the bottom of the screen.

Yes, I checked Sat Digest, who gave it as Weather originally and later Pogoda. As you say, the script has it as Pogoda. The website shown when I checked didn't yield much in the way of clues.
