I am about 100km west of you and had no luck with a 1.1m on 2F when CH4 etc moved
so bought a 1.5 gilbertini and a selection of LNBs - inverto black quad, invacom QDH 031 and the flange versions with a gilbertini feedhorn, but they were no better.
when BBC etc moved I gave up on uk...
given that you are right on the limit of reception then as postulated above small changes could mean the difference between reception and no reception ( stating the obvious!)
so it will be a slow process of trying to identify which.

before investing in new cable the first move should be to eliminate the cable from the equation.
disconnect all the existing cables from the LNB and then check at the LNB with the meter and a new (short) cable
( in an earlier reply you said that you measure at the LNB so you may have tried this...
