I'm fortunate that I have 2 power supplies, one is o.k., the other is faulty as above. I thought that IC1 was faulty. Switching them over resulted in the fault staying with the faulty supply. Same result with IC3. I'm tempted to change out for new all the diodes and resistors surrounding IC1. I...
