eBay refund doesn't include shipment cost

A month ago, I ordered an item from eBay from a seller located in the USA.
I paid the item cost and $19.99 for shipment.
After waiting for 3 weeks for the tracking to show any movement to ship outside the USA. I sent the seller a message requesting clarification.
I got a reply that the item was returned and that they are going to send me refund.
Some time later, I received a refund for the item cost but not the shipment cost.
I asked the seller the reason but I got no reply.
I asked eBay to help and hope to get a reply soon
Is this a standard thing with refunds? No shipment refunds for any reason?

If the item does not arrive it is usually a full refund. If paid with PayPal you will get a full refund when you open a dispute, just hassle and long winded.

I sent another message to the seller and told him that they should refund the shipment cost as I had nothing to do with why it was returned. I gave him 24 hours to reconsider before I get eBay to mediate.
I got the refund after an hour with an apology.
