Unlucky you, the footprint ends near the Estonia/Russia border.
But with nelson_b and several reports from Germany, seems that 1,8 m often is enough to lock this one outside the footprint.
The signal here with 100 cm peaks at about 2.5 dB, maybe if the FEC were 1/2 instead of 5/6 it would lock...
