I'd guess it's Astrium carrying out all these early life tests, uplinked from their HQ in France. Once she is fully tested I would imagine the procurement/delivery contract with SES is completed when they've fully tested, commissioned and moved her to 28.2E. it is then SES's who will operationally manage her with 2nd line support in place from Astrium.
