2 way internet by sat in the Scottish borders?

Sorry if this is in the wrong place.

I was out poking about in the borders at the weekend and came across a house with what looked like a 2 way dish aimed about 10 degrees to the east of a sky dish, it looked similar to the ones you see outside of lottery shops.

Is this what it is? What sat would it be pointed at?

I was thinking it might have been installed by someone from here, possibly analoguesat?

Not me - I only install my own dishes

A lot of areas round here especially up remote valleys cant even get basic broadband due to line lengths.
