I found something interesting here at 31.0 ° East in KA-Band E. Between 18070 and 18120 LHCP there is always a lock. The frequency is almost always different, but the data except for FEC and modulation are always the same. Could it be checked please. I rule out a fault on the LNB because my frequency reflection is max 850MHz with the CrazyScan expanded. But I don't receive anything further up.

Peaked on the beacon on 19695 RHCP, the only thing I can see close to your frequency are TDM signals, about 1dB over noise at between18.2 and 18.23GHz. I am not even sure they are from EDRS-C as there is a tree in the way and it's waving in the wind making accurate peaking hard. CrazyScan can give some strange results with TDM signals. The spectrum attached shows the band you mention. The high noise level is from the tree but I can't see anything else. I can only just detect the 26GHz signals from EDRS-C due to the tree.

FEC of 1/4, this is something I've not seen since the late 1990s.

Are you sure it's not an uplink you are receiving ? How far are you from the earth station (Golbasi)?

Could it be a test signal?
My distance is 392 km.
 
It could be an experiment to see how much loss can be achieved with the most robust version of DVB-S2 signals, but I think this might be more a test of low power uplink/downlink .

If it is a very small footprint back to the teleport you could be lucky to catch it. What size dish are you using ?
