Help Required 3W UK reception

My Satellite Setup
Triax 110 ..... No fixed location
My Location
Monmouth
I think the answer is no but is 3W possible in the UK ?

My nearest Satellite to due south is 3 W however I don't think there are any lockable transponders for a dish that is not 3 meters plus.

Apart from the occasional feeds.

Now is the right or is someone going to prove me wrong :)

Most likely limited active TP's on any beam which I can pick up on the 1.2m
 
Used to be a test card that just showed the satellite name that was on 24/7 but now Ive only ever seen feeds on it.
