During more than a year trying to get into any channel from Intelsat 17 but failed.
But have a new dish 2.4m instead of my old 1.8m which worked well for 15 years.
Got the following transponders in () signal strength with my F15 receiver.
3984 H (7.6)
4024H (7.5)
3925V (9.9)

With a 2.4m I finally got into these horrible 8PSK.:)
 
According to coverage map recommended dish size for your location is 3,3m. Seems that you have tuned right your 2,4m! Could you show some pictures of your antenna?
 
After the set of polarization little better, I get the following results:
3984H 7.6 dB
4006H 9.0
4024H 8.1
3845V 9.4
3925V 10.8
4015V 9.2

3925V is probably the easiest to receive, is certainly easier than the Indian channels on Intelsat 20
One must be very careful with polarization to get good results.
 
I was blind and put another 66E topic, sorry my mistake!

Here in Finland with 2.3m I get all verticals but nothing from horizontals. Even these 8psk watchable.
 
Success here also today :) After long time clear sky (-17C) and at once 4024H, 4006H and 3984H. Also 3894H locked but not enough signal for picture. So allmost everything from 66E. Many, many 1st time ever channels again, tnx C-band :)
 
To receive this satellite is skew very important.
Only 5 degrees Polarization errors and not enough to signal strength.

Keep in mind that there are hemispheric and global, but that these are circular polarization.
Only land mass beamen is linear polarization.

Signal strength varies a bit on the H channels, a little different on different days about 1-2dB.
