Tricky one this. Flysat names it as Addounia TV, and indeed on that website the video is showing the same program as the one screengrabbed, but it has a different DOG.
The website contains much pro-Syrian government propaganda, but there appears to be only an inoffensive soap opera at the time of screengrabbing.
