Advise needed

I live in a listed building/conservation area and after replacing my old sky dish with a larger one I received a 28 notice to remove or re-site this.

I wish to make an appeal for the following two reason:

1. The previous dish should be reinstated without a planning application as it was there since at least 8 years.
2. There are about 350 satellite dishes of all sizes clearly visible from the street which have also been there for very long time, two of these are 160cm, about 25 between 75cm - 110cm and the rest are all zone 1 and 2 raven model.

I wish to appeal for unfairly restrict me and for having me to follow a regulation that they clearly neglecting or unable to comply.

Could you offer me some advise on how could I face this situation as currently being put against a decision which I found quiet unfair looking at all circumstances.

Take pictures, of your building, showing all the satellite dishes, currently there.
If possible talk to a few of your neighbours, who have satellite dishes, and see if any of them have also received these warnings.
Have a polite chat, with whoever has contacted you, explaining the problem, to them, and asking where you would need to re-site the dish, to comply with the order.
