aes keys

When entering aes keys via remote sometimes the hex is one 16 digit number which I split in two, convert and enter which usually works but in front of the number is for example V 007C00 03 . Am I right in thinking that the first seven digits would not be used (are they service provider codes?) but what about the next two e.g. 03 could anybody explain what they are and how to use them.

The 1st 7 are provider ids, you dont touch these. The other one you asked about is the line no, you dont touch that either, You edit the next 16 though.
