In theory - yes, but in reality, since these transponders bear channels, which are encrypted on other satellites/packages, their power is set to quite low, so even in middle russia they do utilize 120cm dishes for it.
I can get this frequency on my 1.2m channel master, but it's not reliable 24/7 reception so no chance with an 80cm! I think the other thing that makes reception of this frequency more difficult is the neighbouring HellasSat, there is a channel on 10969V and the satellite is only 1 degree away, so i think this interferes with it.
