Are you receiving it in analogue? TV screenshot looks like it has colour interference artifacts... or are you processing it through a "analogue effect converter" :)
 
Thats my ropey old (analogue!) tv card - the coax connector in the back of the tv card has probably worked loose again :D

(I had to move the computer a few days ago and if I dont get the coax connector in just the right place the picture is awful!) :-rofl2
