I just want to know if it is possible for people who live outside the UK to receive the BBC's Digital Package.

I guess that you can pickup the signal from 28 degrees(?) where SKY is transmitted. Do you need special tuner?

What about the BBC card? Encryption format?

Have a look in the Sky Digital forum beast5223uk, there are a couple of threads there about where and when you will be able to receive the BBC channels free to air. They are at present encrypted, but you can obtain a free to view card from the BBC. To use the FTV card you will require a Sky Digibox, but as of May, you should be able to receive the BBC channels FTA, providing that you are in the footprint, or have a big enough dish.

See the Astra 2D thread for reception information
