11290 H is quite a bit weaker than this afternoon indeed: 7.0...7.5 dB (fluctuating a bit).
Probably a 52.0°E transponder near this frequency is messing things up, I expect all wrong things to happen at these orbital positions (51.5...53.0°E)!
