With the Tour de France we can see what the TV channels do
with the feeds they have at their disposal.
The original feed of the stage of the Tour de France is on the 23 ° East in 1920x1080 with more than 14000 Kbits / s
The German channel "One" it emits in 1280x720 with 11676 Kbits / s (one can understand seen their mini value of HD)
On the other hand Antenna2 emits in 1920x1080 normal HD but with less than 7000Kbits / s

the tour de France is in France I think .....
in short, look for the error

The German HD channels are certainly very high quality with their generous bitrates.

However the French use some pretty good encoders which allow them to get very nice picture quality for the used bitrate in my experience.

The annoying thing for German public channels is that apparently everything internally is handled in 1080i50 (like the majority of European HDTV) but then converted to 720p50 for broadcast rather than being kept at its native quality. Even more bizarre is that for the new terrestrial HD service in Germany this is then being upscaled to 1080p50, so the picture is usually going 1080i50 > 720p50 > 1080p50.
