Advice Needed Bleeding paint!

SWMBO paints furniture - chalk paint etc. She's getting a bit narked that a factory applied finish that is 20 plus years old bleeds into the water based paint that is applied on top. Even into bog standard matt emulsion. I'd have thought it should be pretty inert after all this time. Any suggestions for a suitable sealer?

My Satellite Setup
Laminas 1.2M fibre dish with an IBU, on a Clarke Tech USALS motor, covering 57E - 24.5W to an Octagon SX88. Displayed on a 20" Dyon LED TV.

Seperate 80 cm dish on 28E with a Humax Freesat for SWMBO.
Free Sat V8 meter. Sony Bravia 46" LCD, Sony BluRay and Home Cinema.

Not sure about a sealer, but we've been using Farrow and Ball Estates emulsion. It's expensive but it's honestly the best paint I've ever used...

Stain blocker available from most DIY stores in a handy spray can should make the surface inert and impenetratable it is about £5.00 per tin

Deep in the Boonies in the central Sierra Nevada mountains of California.
Try using a compatible primer first, some paints are incompatible with others, example would be applying a lacquer finish over a latex or enamel base, this can cause problems like she is having.

Using a good quality primer can fix this in some cases.

Sounds like a serious medical condition...
Unless you of course can live with the effect and perhaps make a quid or two. What colour is it? ;-)

Well, it gives a not unpleasant effect but not the effect that's required. I think it must be red pigment in the original finish, but, as I said, I'd have expected it to be unaffected by water based paint going on top. It's intended to be white but is coming out as off white with yellowy streaks
