Bootloader for Amiko Spectrum Analyzer

I received an email from Amiko with the Bootloader and Software as a file. My question to them was, can I connect my Spectrum Analyzer to the PC and what program do I need for that.

Assuming you’re using Windows, with everything connected up go to the Device Management section and select USB. If Windows recognises your meter you should see it listed there. If it does you can then start to adjust settings.
 
I use Windows.
Is there anything else with the USBs ?!
In my case it is not connected to a USB port, but to a Comport.
 
What does this mean?.have everything connected properly.
