Just thought I would share this, but there has been a change in cctv law, and if you capture Images outside of your property. Like me the road outside my house.

The cctv system must now be registered with the ico, and a licence is then granted. You guessed it, at a cost of £35 a year.

And some one at the address has to be listed as a data controller.

So just to be safe I have registered my cctv system and now I am licenced to record outside the boundaries of my property.

If you record only inside your property, I think you would be ok.

But like I said mine captures the driveway, and can capture the car registration plate. Another camera in my case captures the back garden wall between me and the pub.

So if someone tries to climb my fence, the camera captures them doing so.

I recall a few years back, the ICO outsourced a hell of a lot with Capita to save money(based on detail provided by Capita).
If it is like the rest of their business, they will be paying a lot more to them than they are actually saving, so your 'licensing' is just paying a lackey off-site to drink coffee.

What if my camera captures footage of individuals beyond the boundaries of my property?

You must consider whether it is necessary for your camera to operate beyond the boundary of your property.


If your camera covers, even partially, any areas beyond the boundaries of your property, such as neighbouring gardens or the street, then it will no longer be exempt from the Data Protection Act (DPA) under the domestic purposes exemption. This does not mean that you are breaching the DPA but it does mean that you might need to take some steps to comply with it.


What can I do to make sure that what I’m doing complies with the DPA?

First, think about the problem you are trying to address and the best solution to it. This will usually be to safeguard you and your property against crime. Check your local police advice about crime prevention. Better locks or security lighting may be a more effective and less expensive way of securing your property.


If you decide to use CCTV cameras, you should:


  • consider what areas would need to be covered by it, will the camera capture images you actually need and how you will safeguard any recorded images so they can be used by the police to investigate crimes affecting you;
  • consider whether you can put up signs clearly explaining that recording is taking place and take steps to do so if it is practical;
  • have appropriate safeguards in place to ensure that the equipment is only operated in the ways you intend and can’t be misused. At its simplest, this means that anyone you share your property with, such as family members who could use the equipment, need to know how important it is not to misuse it;
  • ensure you have activated settings to enable the security of footage captured by the CCTV system and that any recordings of individuals are held securely. Make sure that you only allow access to people who need it;
  • consider speaking to your neighbours and explain what you are doing and any objections or suggestions they have. (It may be useful to invite your neighbours to view the footage that you capture, this may allay any concerns they may have about your use of a CCTV system.); and
  • consider purchasing equipment that enables you to control what you can record. This will enable you to keep privacy intrusion to a minimum.

even then, unless you are using the detail received to ber processed, and are classed as a 'data controller'

'Most organisations that handle personal information must register (notify) with the ICO. There is no need to register if you handle personal data only for core business purposes of staff administration, advertising marketing and PR and accounts and record keeping. So long as processing remains strictly within these limits, then there is no need to register. However, even if you are exempt from registration you must still comply with the other provisions of the Act, and it may be advisable to register voluntarily for public transparency and in case any of your processing should extent beyond the scope of the exemptions (so as to avoid the criminal offence of processing without notification)'.

Domestic purposes

The most comprehensive exemption applies when personal data is processed by a data controller who is an individual (not an organisation) only for the purposes of their personal, family or household affairs.


Example


An individual keeps a database of their friends’ and relatives’ names, addresses and dates of birth on their PC. They use the database for keeping track of birthdays and to produce address labels for Christmas cards. The domestic purposes exemption applies to this type of processing.


Example


An individual records the highlights of their summer holiday on a digital camcorder. The recording includes images of people they meet on holiday. Although those digital images are personal data, the domestic purposes exemption applies.


None of the data protection principles apply in these circumstances, nor do any of the rights which the Act gives to data subjects. There is also no need to notify the ICO about processing for these purposes.


So there is an almost total exemption from the Data Protection Act for individuals who just use personal data for their own domestic and recreational purposes. However, the Act still applies to the extent that the ICO may investigate if someone seems to have gone beyond the scope of the exemption, and we may take enforcement action where necessary.

I would be looking at a 1080 system over a 960H now. Probably okay for the money for a cheap import.

Anyone tried these dvr's? I know they are cheap, but it is an upgrade to my existing setup.

4CH HDMI 960H DVR Outdoor Video Recorder Surveillance CCTV Camera System UK 4RT1

I have the 16 channel version sat under my TV, £139.99 delivered from Amazon with 8 outdoor infrared cameras, I was looking for 8 new cameras to replace what I already had up and was willing to pay £20 each for them, when I seen this at that price, it was a no brainer, even if the DVR turned out to be rubbish, 8 cameras for the price of 7 with the 16 channel DVR costing basically nothing

Can't fault the quality on the TV through HDMI during the day, the iPhone app is OK too, here's a shot from the CMS windows software:

Not the best Quality at night I know but it's good enough for the pennies it cost.

I need to send SWMBO to Craplin for BNC plugs so I can run the video out to my video splitter to run to other screens in the house

The one thing that is bugging me is the fact the default user (called Super) has no password, can't have a password set and it can't be deleted, either that or I'm doing it all wrong and I haven't looked in the right places.
Not really a biggy as it's behind a firewall with the ports locked down and I only access it via the iPhone app when I'm on the same network or I VPN in.

The rolling will change direction and speed, depending on time of day.

I have tried a ferite ring, ground loop isolator, any sensible ideas please?

Try a different power supply, could be noise being sent up the wires to the camera from a faulty SMPS power supply...

Different cameraman.

But it could be as simple as a low video peak to peak or contrast.
