channels on sky.free or not free???

I have to systems working at home.both on 28.one is a pionner digital box, the other one pace skybox.Checking all the channels saturday i realize something funny!!!i Can get b4movies free in the pionner but not in the pace skybox.My question.why??any one ???
 
This is not unusual - if the transmission is actually free to air, but is **flagged** as encrypted, a digibox wont show it. ITV3 ran like this for over a week before it launched.
