With my 1.50m antenna, the Chinasat 12 at 87.5E comes in quite well, which in my area has an elevation of 9.07°.
I understand that you have interference, which is more intense at lower elevations, but with the 1.80m antenna you should find and lock more than one frequency, especially at the upper end of the band, from 4000-4200 MHz, where the chances of finding it are higher.
Here's what I got from this satellite a month ago with Titanium C138 5G LNB 3.8-4.2GHz(anti-interference). Meanwhile, KCTV left the Chinese satellite and is now hosted at 96.5E on 3709 R.
I haven't checked recently if it is still active on 4182 R,1666,3/4 on 87.5E.
I found the new frequency at the new position on Express-103.
