Different numbers of transponders found

My Location
Georgia, Tbilisi
When I scan Hot bird 13E by DiSEqC motor there were more transponders found than by scanning this satellite by fixed dish, LNB was the same for both cases, I don’t understand a reason why less transponders were found when I scan it by fixed dish
