Thats the sort of zero budget (out of copyright) filler material that used to be shown on Film24. At a guess its a holding channel - possibly for the new sport channel thats due to launch in November.
 
Now named Diverse & added to Sky epg 234.

Its almost certainly a holding channel from Canis Media - the output is identical to their short lived Bonanza channel which has been used as a placeholder a few times.
